I echo your experience and sentiments. For almost the same situation I was in: a guy tailgating me, so I turned into the right lane to let him pass. When he did, I went back to the left lane (this was on 440S on Staten Island, which is only two lanes wide in each direction). While I do use signals and mirrors, I always turn around to make sure the lane is clear, then pull over. But what do I see when my eyes go back to the road ahead - BRIGHT RED BRAKE LIGHTS! He actually stopped dead in the middle of the parkway! Thankfully, I wasn't up to speed at that point, so I just barely missed hitting him. When I saw an opening on the right, I pulled over there, and don't you know, he sped up and almost hit me when he decided to go into the left-hand lane - and, of course, proceeded to brake again once he got in front of me. I got off at the next closest exit to stop the game.
By the way, there is one hazard to using signals. It's been my experience that you're signalling your intentions. However, "lame-brains" don't want you to pass them, and I've found that too many of them actually speed up which is the rationale for my turning and looking before "leaping".
