Right Turn on Red in Brooklyn

The only time that I was in southern California as a tourist, I rented a car. I was still living in Brooklyn (early 1970's). I was wondering why some cars were honking their horns at a red light. Then, I realized that people were making a right turn on red, which was permitted, after making a full stop. I've always wondered why it has never been permitted to make a right turn on red in Brooklyn, or throughout the rest of NYC? Do all of you think it would work in Brooklyn, or would it fail, and why? I once read that it may have been permitted on a few streets, but I'm not sure? In Ohio, it is also permitted to make a left turn on red, only if the street that you are making a left turn onto, only has one way traffic.
