The best book I ever read about the Brownsville section of Brooklyn during the 1930s and '40s is titled "Bummy Davis vs. Murder Incorporated." It not only chronicles the local gangsters but also all the odd characters who lived in the area, and gives a wonderful feel for Brooklyn during those times.
